文明畅游网络世界，共建安全网络空间

国际部升旗仪式发言稿

  敬爱的老师们，亲爱的同学们，早上好。

  今天我演讲的主题是：“文明畅游网络世界，共建安全网络空间。”

  随着互联网的飞速发展，网络已经成为我们生活中不可或缺的一部分。大数据和人工智能使得信息技术越发完善。但网络是把双刃剑。在借助社交软件感受快捷沟通的同时，目光短浅的个人评论，恶意软件和邪恶商业组织的出现，带来了虚假或误导性信息，他们歪曲事实真相，甚至引发网络暴力。这一现象的发生不仅源于心怀叵测的不轨之徒，也来自于人们对网络文明与规则的无视。特别是对缺乏社会认知和自我保护意识的青少年，更有可能由于忽视网络文明与规则而承担网络犯罪的风险。

  因此我站在这里呼吁大家共同努力，遵守互联网条例，为构建和谐的网络时代而奋斗。

  首先，我们要谨慎理智上网。我们在享受互联网带来的便利和乐趣的同时，要时刻警惕它带来的潜在风险，包括网络诈骗甚至网络间谍等行为。据报道， 2019年中国接到网络诈骗举报16000起，平均每起损失25000元人民币。

  其次，我们要文明绿色上网。在虚拟世界里，人人皆能发声。因此每个人都应该有理性的思维和明辨是非的能力。我们不应该成为哗众取宠的键盘侠，更不能成为网络暴力的始作俑者。

  最后，我们要清楚网络安全管理的重要性。习近平主席在致第六届世界互联网大会开幕式的贺信中，涉及网络全球治理问题发表如下声明：“发展好，运用好，治理好互联网，让互联网更好造福人类，使国际社会的共同责任，各国应顺应时代潮流，勇担发展责任，共迎风险挑战，共同推进网络空间全球治理，努力推动构建网络文明命运共同体。”

  在此，我提议每位师生员工都应该成为一名理性的网络用户，携手共建一个健康安全的网络空间。

英文翻译：

Good morning, dear teachers and fellow students! Today, the topic of my speech is ‘Surf the Internet properly and jointly build a secure cyberspace”.

With the rapid advancement of internet, network has become an essential part of our lives. Big data and artificial intelligence have made the information technology more and more complete as well as sophisticated. On the other hand, internet is a double sword. Specifically, the appearance of those short-sighted personal comments, malicious software and baleful commercial organizations provide people with false or misleading information, distorting the truth or even resulting in cyber violence. The occurrence of this phenomena contributes not only to the malevolence of malicious individuals who destroy network security but also to the fact that people are still blind to the rules of both network and its civilization which are not that exhaustive. As to teenagers in particular, who are lack of awareness of cognition about society and self-protection,they are taking the risk of network victimization..

Now, i am standing here to appeal to every one of you to make our joint efforts to stick to the rules of network and build up a harmonious network era.

Firstly, we should remain cautious when surfing the internet. When we enjoy the convenience and fun on the internet, reminding ourselves that it also brings false information and problems to us. This includes behaviors like cyber spying, internet fraud etc. It is reported that in 2019, China received 16000 reports of online fraud with an average loss of 25000 RMB.

Secondly, we should comply with the network civilization .On the virtual network, voiceless people realize that they have a voice which is powerful and eloquent.  So, everyone ought to bear the awareness of being sensible enough to distinguish the truth from the false information. In addition, we should not become outrageous keyboard men or the perpetrator of cyber violence .

At last,we should be clear of the importance of management of network security. Reported to the letter president Xi sent to congratulate the opening of the sixth World internet Conference related to global network governance, “it is the common responsibility of the international community to develop, utilize and govern the internet to bring more benefits to mankind. All countries should follow the trend of ages and times, take the responsibilty for development, jointly meet risks and challenges, advance global governance in cyberspace and build a community of shared future in Cyberspace.”

Here, I propose that every student and teacher to be a rational internet user and let’s jointly build up a healthy and safe network.
